Senate Democrats receive interim study committee assignments

Earlier this week, members of the Indiana General Assembly received their assignments for interim study committees. Many of the topics to be evaluated this summer are of great interest to the Indiana Senate Democratic Caucus.

Bias crimes
A contentious topic during the 2018 legislative session, the issue of bias-motivated crimes will be considered by the Interim Study Committee on Corrections and Criminal Code this summer. Two senate bills were introduced this year addressing this topic, Senate Bill (SB) 271, authored by State Senator Greg Taylor (D-Indianapolis), and SB 418, authored by State Senator Susan Glick (R-LaGrange). The debate surrounding these bills hinged on whether or not to allow judges to aggravate or enhance the sentence for a crime if it is determined that it was committed against an individual due to their race, ethnicity, religion, disability, gender identity or sexual orientation. While there was debate and public testimony on Sen. Glick’s bill, neither bill was given a vote in committee and Indiana remains one of only five states in the U.S. without a bias crimes law.

Department of Child Services
Fixing the issues within the Indiana Department of Child Services (DCS) was a priority for the Indiana Senate Democrats all session. The matter was assigned to an interim study committee via Senate Resolution 14, authored by State Senator Eddie Melton (D-Gary). On Monday, the Child Welfare Policy and Practice Group released the results of their six-month assessment of DCS, highlighting a number of challenges within the department and proposing a list of recommendations for the department as it moves forward. These findings will be discussed in the Interim Study Committee on Courts and the Judiciary this summer.

Medical marijuana
For years now, members within the Indiana Senate Democrats have supported the legalization of medical marijuana and pushed for its study and legalization in our state. Calls are finally being answered, as the Interim Study Committee on Public Health, Behavioral Health and Human Services will study the topic this year. State Senator Karen Tallian (D-Portage) authored SB 307 this session, calling for the legalization of medical marijuana use, but the bill was not given a hearing in committee.
